I always backup my photos first, just in case I make a mistake. If this is an option for you then I recommend doing the backup before you make any changes. On your Mac, go to System Preferences iCloud Options next to Photos; Deselect iCloud Photo Library; This will stop photos from syncing to your Mac.

Kare Morken’s external drive took a tumble and died, along with all the images and videos stored in the Photos library.

  1. Feb 13, 2017 Once the new library appears, choose Photos Preferences, and then in the General tab click Use as System Photo Library. In the iCloud tab, you can now check iCloud Photo Library, and opt between.
  2. ICloud Photo Library uses iCloud Storage. ICloud Photo Library photos can be viewed in the Photos app on an iOS device or Mac (not sure where on a PC), and can also be viewed in Photos on iCloud.com. This is the only option that will place photos in iCloud in an 'accessible' place - i.e., the Photos app in iCloud.com.
  3. Only your System Photo Library can receive photos transferred by iCloud Photos. By default, the System Photo Library is located in the Pictures folder on your Mac. You can also create additional photo libraries on your Mac and on other storage devices. You should always use the Photos app to access the photos in a Photos library.
  4. How to access iCloud Photos online. Icloud.com and sign in to your account. Click on the Photos icon. The iCloud website is similar to an iPhone or iPad. Just click on the Photos icon and you’ll launch a web-based app. View your images and videos. From here, you can view your entire iCloud Photo Library.

I would like to restore/make a new Photos library to store locally from my iCloud Photos but I have not been able to find out how to do this.

It’s only non-intuitive to find the answer, because it’s usually described in terms of adding a computer or iOS device.

  1. Make sure you’re logged into the same iCloud account as your iCloud Photo Library. (Log in via a web browser to make sure and that the photos and movies are still there.)
  2. On your Mac, hold down the Option key while launching Photos.
  3. Create a new library (click Create New Library) and save it at whatever drive location you want.
  4. Once the new library appears, choose Photos > Preferences, and then in the General tab click Use as System Photo Library.
  5. In the iCloud tab, you can now check iCloud Photo Library, and opt between optimized and full-resolution media.

That’s it. Syncing can take a long time over a modest broadband connection if you have tens of gigabytes stored in your iCloud Photo Library. But it’s the only way to proceed if you want to have a full-resolution local copy, which I recommend, as you can then back that copy up elsewhere—to a local drive or to a hosted Internet backup service, or, preferably, both.
